PROVINCIAL NOMINEE PROGRAMS (PNP): EXPRESS ENTRY AND NON EXPRESS ENTRY ROUTE

Do you have skills, work experience or education to contribute to the economy of any Canadian province? Then, you may be able to immigrate through the Provincial Nominee Program! Each province has its own streams and requirements. Some may target students, business people, skilled workers or semi-skilled workers. How you apply depends on the PNP stream you are applying through. You may apply using the express entry or non-express entry process.


PNP THROUGH EXPRESS ENTRY

Express entry provides a faster way for skilled workers to settle in Canada. There are two ways to apply using the online Express entry.


1. You may apply to the province and apply for a nomination under an Express entry stream. If the province nominates you, you can then create an Express entry profile or update your existing profile to show that you have been nominated.


2. You may create an Express entry profile and show the provinces you are interested in. If a province sends a “notification of interest”, you can then contact them directly. You must apply to their Express entry stream and they will send you a nomination certificate if you are nominated.


To be nominated by a province you must follow the instructions on their website. The criteria vary between provinces and can change without notice.


Steps involved in PNP via Express entry

1. Submit an Express entry profile.

If you meet the requirements of at least one of any of the three federal immigration streams, you will be accepted into the Express entry pool.


Note: If you have already been nominated by a province you must show it in your profile.


2. Get an Express entry stream nomination or have your nomination confirmed.

The province would use your Express entry profile number and job-seeker validation code to confirm your nomination on IRCC.


3. Get an invitation to apply for permanent residence.

If you are invited to apply for permanent residence you have to do it within 60 days and submit it online.


4. Fill out your application.

If you are invited to apply, the letter will be sent through your account, stating which program you may apply to, how many points you were given, the deadline for submitting your application and the next steps to be taken. You would have to fill your online application through your account, upload your documents and pay your application fees.


Note: If a province withdraws your nomination before you are invited to apply for PR, you must withdraw your profile from the pool and submit a new profile. If a province withdraws your nomination after you are invited to apply for PR, but before you submitted your application, you must decline the invitation, withdraw your profile and submit a new profile.


PNP THROUGH NON-EXPRESS ENTRY

Here, you have to apply to the province under non-express entry stream. You however need to meet the eligibility requirements of the province nominating you. If you get nominated, you can now apply for a PR online. Application to this route takes a longer time to process than Express entry.


Steps involved in PR PNP via non-express entry

1. After nomination, fill the digital forms online, PDF forms, complete and sign the PDF forms that apply to you.


2. Pay your application fees using the online fee tool for you and anyone you included in your application, the RPRF (right of permanent residence fee), biometrics and third-party fees.


Note: Biometrics fee covers the cost of collecting fingerprints and a digital photo. It may be made while submitting your application else you may experience delays. Biometrics are collected from applicants between 14 to 79 years and it is done within 30 days from the date you were asked for it. Depending on your location, third-party fees include medical exams, police certificates, language testing, educational credential assessment.


3. Submit your online application.

This should be done after answering all questions, electronically signing the application, including the processing receipts and uploading all supporting documents. If there are changes, you need to let IRCC know. If your application is incomplete, it would be rejected!
